The Hon. B.J. Penn
B.J. Penn was the Assistant Secretary of the Navy (Installation and Environment) from 2005 to 2009 and briefly served as acting Secretary of the Navy in 2009. Mr. Penn began his career as a naval aviator. In 1995, Mr. Penn departed military service to join Loral Corporation, which was later acquired by Lockheed Martin. He returned to the Navy as Director of Industrial Base Assessments from 2001 to 2005, where he ensured that defense contractors had sufficient capacity to meet the Navy’s needs. He received his B.S. from Purdue University and his M.S. from The George Washington University, where he later served on the governing board.
